Actually, the "Open Border" is needed to make sure the current Emigration of the Hispanics, back South--continues. A further need for the Open Border--especially along the border, is called, "Seguro Social." Any Mexicans are not so much a drain on the US HealthCare System since it is legally available, without harassment, to Mexican Nationals already.

Then there is the NAFTA need for better skilled labor, which may have occurred during any education time--and even just learning English--which may have happened during the stay en Los Estados Unidos. "Bracero" kinds of programs have been legal in the past.

And now in California, the farm worker now has the right of an eight-hour workday. That has not been the case in years gone by.
