The bill only authorizes a fraction of what is needed but that's only part of the problem. 3/4 of all infrastructure spending is state and local government and almost all of that is financed with tax free municipal bonds (munis) which are bought by people in high tax brackets. With the tax law lowering those top brackets, munis become less desirable thus governments have to offer them a high rates which means even higher local and state taxes. This comes at time when many of those tax payers will not be able to deduct local and state taxes from their federal taxes which will increase resistance to raise local taxes even it is for infrastructure. So though federal funds will be available for infrastructure improvement, some state and local governments will not be able to raise required matching funds for many of the projects.
