This sounds like another policy "concept" that hasnt been thought through. Maybe his oafish tariffs will pay for it. They are working overtime at the moment paying for his other fantasies.

If any non English speaker shows up at your home, suddenly you won't wonder if they have kids fluent in English, you will cuss that they work but do not speak English.

Nah. I had many renters who couldn't speak English but were excellent tenants. Their kids translated for us. One long-term tenant attended English language classes but even after many years had hardly progressed. Others had no interest in learning English as they did fine without it.
