The refugee crisis was not caused by the US. At least not for the most part. The people of Syria rose up against a dictator, and started a civil war.
There are only two possibly valid arguments for a connection to the US....
A: it's possible the Syrian rebels would not have attempted to overthrow the government, if they had not thought the US would help, because Obama did with Libya.
Again, speculation, but it's plausible.
B: An additional source of refugees, could be the creation of Islamic State, but that is entirely on Obama.... or no one. We're not entirely sure who did this. In 2010, the military testified that nearly the entire group that was AQI, was in detention camps.
We don't know who made the decision, nor do we know exactly when this decision was made, but all these dangerous people were released.
Either the decision was made to turn over control of the camps, and the detainees, to the Iraqi government, who then released them, or they were released after they were refused to be sent to Gitmo, because some idiot in government promised to close gitmo.
Regardless of the specifics, because we choose to allow them to be released in 2011, they formed Islamic State and started a war.
However, no matter which way you cut it, more blame should be laid at the feet of the Obama administration, than the Bush.
