Speaking from the White House briefing room Tuesday, Press Secretary Sean Spicer announced the development of a new Immigration and Customs Enforcement office focused on helping victims of crimes committed by illegal aliens. The office will also assist family members of victims and is part of President Trump’s recent executive action to bolster enforcement of immigration laws already on the books.

“This office [Victims of Immigration Crime Engagement Office] will facilitate the engagement with victims and their families to ensure questions and concerns regarding immigration enforcement efforts are addressed,” Spicer said, adding that the establishment of the office fulfills a campaign promise.

Earlier today, Homeland Security Secretary John Kelly detailed the new office in a memo to all relevant agencies inside DHS.

Further, Kelly immediately ordered the Director of ICE to "reallocate any and all resources that are currently used to advocate on behalf of illegal aliens to the new VOICE Office, and to immediately terminate the provision of such outreach or advocacy services to illegal aliens."
I'd like to hear more about what these funds are. Do I smell a lawsuit coming if any of these services are used to give charged illegals a fair trial? Dunno. Want to hear more about what these were about. And don't say "welfare," because that's not what ICE does.
 
This is politics more than anything else. It really means nothing.
What makes you think that?
I don't know how ICE works, but at the local level here, the D.A.'s office has a Victim's/Witness Advocate that is very active in reaching out to victims of crime and will keep them informed all through the prosecutorial process. Maybe ICE didn't have something similar in place?

From what I understand the funds in question are primarily targeted at finding (outreach) illegals that may be eligible for deferred action (i.e. be allowed to stay and work in the country for up to 2 years) and helping (advocacy) them through the application/approval process, primarily (but not exclusively) this would be illegals eligible for deferment under DACA. I don't have figures for the total outlays but I suspect it's not a whole lot on an annual basis.

There are probably other expenses that fall under this umbrella as well but I believe the above represents the largest portion.
