Hussein never had a foreign policy. He spent most of his first term looking like a fool by apologizing to every two bit foreign dictator for America's affluence. Imagine blaming an obscure you tube video for the attack on Benghazi on the anniversary of 9-11.

Obama's election was simply a response to W's debacle in Iraq. America had had enough. Obama muddled in Afghan for 8 years while Iraq finished it's partitioning itself. While imo it would have been better to have a president more willing to actually assemble world coaltions (which W never had for his Iraq misadventure) America was in an isolationist mood. And, the election of an Alt-R potus doesn't show there was any appetite among the Trump voters to alter that. Presidents rarely govern as they were elected. Reagan maybe so. But Slick was going to be left of center, and he was right down the middle. Poppy wasn't gonna raise taxes. Carter was going to balance the budget and ignore the Soviets. Nixon didn't campaign on Watergate.
