His lawyers are correct. In fact the threshold for a Special Council has not been met. I think the statement by the lawyers is much more powerful than it seems at first glance.
"Trump's attorneys would like Mueller’s prosecutors to show that only the President can give them the information they require."
I believe this is a direct reference to illicit FISA surveillance against members of the Trump campaign. Trump's lawyers are giving a big hint here that they know exactly what Mueller got from that FISA surveillance.
They're effectively boxing Mueller in here.
