THe idea that this increase is driven by recent immigrants, especially illegals makes a lot of sense.

Sad, but quite possible. Women fleeing unstable regions would not have access to good nutrition or prenatal care where they came from, so their chances of surviving delivery would be lowered.

Not to mention that they might be ignorant enough to fear going to seek medical treatment because they fear being caught and deported.
