What makes shutting down the “spigot” nearly impossible is the often tortuous path a firearm, legally purchased, might travel before it is used in a crime. He might claim that it was lost or stolen, and the trail ends there. That friend/stranger might then give or sell it to another friend, and so on, until it reaches the criminal using it in a crime.
