US has one of the highest private university educations systems in the main 1st world countries, they also have the most expensive.

University education in the Government involved ones are far cheaper aboard...

Some states already provide tax funded education for their populace.

Those state are Tennessee and Oregon.

In fact, a voucher system for higher education could be employed and out-of-state fees eliminated.

But paying for a 350 million dollar program is tough.

Also the potential for fraud by non-accredit institutions and diploma mills. I guess you have to start the program for inexpensive state schools and negotiate prices for the more costly schools.
