By definition, one does not need permission from government to exercise a right. Permits are for government, controlled privileges, not for rights that rightfully belong to the people.

The Second Amendment does not say anything about any privilege; it affirm a right. Government has no legitimate authority whatsoever, to demand that anyone obtain its permission to exercise a right.
I'm not sure where your JD is from but you should go to DC with 100,000 of your closest friends and try and exercise your right of assembly.
Permits are a grant of permission to do something you do not already have permission to do.

Licenses act the same way. They grant a contractual relationship to do something that would otherwise be illegal.

Rights require neither permission nor contractual obligation to exercise.

Yelling "fire" in a crowded theater is VERY dangerous. We need a free speech license and to background check people who might yell dangerous bullshit at inopportune times, threatening the lives of our children. We must keep free speech out of the mouths of dangerous nonsense yellers.

you don't need a permit if you gather in your home or at a private venue

This isn't the verge of civil war. It is the beginning of Balkanization. It will likely go one of two ways. Either it goes down and ends like John Brown in Harpers Ferry or becomes an act of revolt similar to how our nation won its independence in the first place. If the former, heads will roll on both sides. If the latter, then the movement to resist gun laws could spread like wildfire state to state. One outcome ends in a flash of violence and imprisonment while the other ends in a draw; a standoff. Either way, both sides live and die at the pleasure of the Federal Government. That said, I can't see Barr or Trump sending in federal tactical teams to confiscate weapons from law abiding citizens, so this truly could get very interesting.
