Not much is coming out of PRC at the moment....they have stacks of empty containers and no ships in their ports. Factories are idle and everyone is looking for work. The USA and European Union are finding other sources for their minimal needs at the moment

Not sure you need a huge cargo ship to deliver the precursors to making fentanyl.

Well, the best way to hide stuff has been in the blizzard....

Currently there's so little Shipping out of China every shipment stands out.

Not to mention that the whole world is giving PRC the stink eye at the moment for the whole Covid-19 thingy....they can lie all they want about the Wuhan Lab but nobody believes them....and they know it.

Being broke, having a huge real estate bond crisis, having many factories sitting empty and idle, and having most apartment complexes with half of the units empty is a real problem for them. (No way to service the bonds which built them) This is China at the moment.

So....they do want to repair their relationship with the whole world.
Mexican cartels? They would try to rule a trash dump if all there was to rule was that.

Costa Rica put EVERYONE who has a gang tattoo in jail (at hard labor if you are one of the lucky ones). They were tired of being a pariah nation ruled by thugs. And their jails make Gitmo look like the Hilton by comparison. Those jails ARE a human rights violation. A few are trying to get appeals....most just want food and clothing. (Shirts and shoes are considered luxury items)
Mexico has enjoyed being at odds with the USA justice system for decades. From there you can get ghost guns of any sort imaginable....semi to fully automatic. Cheap prescription drugs and prescriptions. Cuban cigars and all kinds of embargoed goods and products. Flights strait from Mexico to Cuba or just about anywhere.
Of course there is fentanyl being made there...same with Crack cocaine and crystal meth. Marijuana Farming too. Sex trafficking as well.

And nobody really wants to do anything about it.
