Restrooms in Germany are called water closets. First time I saw WC on a restroom door I went WTF?
They are only called WCs if there is no shower or bathtub in the room.
So, it's possible to have a home with a "Badezimmer" (Bathroom) on one floor, but just a WC on another. Many German homes built during the 1950s (reconstruction) were built with a WC very close to the front door so that visitors traveling from afar have easy access to a toilet as soon as they get to your home. It's actually pretty darned practical.
