I think he is the Official Responder because he is a Kennedy but too young to run for the Presidency.

Its often an aspiring candidate for President.

Blacks and Hispanics run the Democratic Party now and that rules out Pocahontas and the Socialist Dumb-Ass Sanders.

The Blacks don't know yet who they want--Kamala Harris or Cory Booker, and the Hispanics probably wanted that Castro guy.
