First, the sanctions WE helped impose were to stop Iran from selling oil to put the squeeze on them regarding their nuclear program. By us giving them their own money for those oil sales violates the very reason for the sanctions that we helped impose. The sanctions were there for a reason.

Second, it doesn't matter whether the money has been transferred yet or not. It was 6 billion dollars, 6 billion less dollars that Iran has to spend for humanitarian reasons in the future and is basically guaranteed money, which allows them to spend 6 billion dollars now any way that they wish so they can save the 6 billion dollars in the future for humanitarian reasons.
