The GOP leaders in that first meeting simply presented their view on what a proposed stimulus plan should look like. The person who "dictated terms" was Barack Obama who rejected out of hand the GOP's concerns about spending and proposed tax hikes during a recession. It's interesting to note that Obama's economic advisers eventually were forced to admit that tax hikes during a recession would be bad economic policy and that the stimulus wasn't very successful because a lot of it was spent on "pork" put into the stimulus by Harry Reid and Nancy Pelosi.

So essentially...what Eric Cantor, John Boehner and Paul Ryan were asking for...no tax hikes and sensible spending...is what Barry SHOULD have done in the first place.
