There were already 500 U.S. military personal in Syria. Moving a couple of hundred Marines from Iraq to Syria does not require congressional authorization. This is essentially just moving troops to a different front on the battlefield against ISIS. Plus, even if this was an intervention in a new country, the President has 60 days before he would need to have congressional authorization.

Because that is the standard I held previous presidents to and I am not a hack on such serious matters.Why would you think he needs authorization?
Clinton sends para military into a compound on US soil and nothing happens, to him. Can't say that about the children killed.
Clinton terror bombs Serbia for 72 days even killing Chinese and no authorization, and nothing happens.
Bush goes to war in Afghanistan and Iraq WITH congressional approval.
Obama helps to create the greatest humanitarian crisis since WW2 without authorization.
So it is pretty clear to see that authorization isn't always needed.
The POTUS owns the Marines, no blessing from Congress needed. He cant send the Army or Navy though. something to consider when choosing which branch to enlist in
