There were already 500 U.S. military personal in Syria. Moving a couple of hundred Marines from Iraq to Syria does not require congressional authorization. This is essentially just moving troops to a different front on the battlefield against ISIS. Plus, even if this was an intervention in a new country, the President has 60 days before he would need to have congressional authorization.

This is essentially just moving troops to a different front on the battlefield against ISIS. Plus, even if this was an intervention in a new country, the President has 60 days before he would need to have congressional authorization.

The use of force authorization that was passed under Bush is still in effect, it allows the CIC to pursue terrorist where ever they may be.
