Yes. Literally, it translates as "the race", idiomatically it translates to "the people". It's a term used by people of Hispanic/European ancestry as a cultural term.
The term has nothing to do with any sort of racial supremacy.

it doesn't? how do you this for sure? provide proof.
I "[know] this for sure" because I've actually met and spoken to Hispanic people before.
Why don't you try to provide some "proof" that "la raza" as a term has any racist subtexts?
