Russia always sold natural gas to the EU. For example via Turkey and via Ukraine. Nord Stream 2 is only an additional pipeline directly from Russia to Germany. In 2018 the discussion about this theme in Germany ended with the decision for this pipeline. Start of construction had been 05/15/2018.
