For Erdogan the elections that were announced by the Syrian Kurds could turn into a problem. After the elections the Kurds could declare some sort of autonomy or independence. And that could be a reason for Turkish Kurds to increase their efforts as well.

"Turkey could prevent such a course of events with only three options: to launch a military operation in Eastern Syria, which could lead to clashes with the Syrian government army, or to make contact with Damascus, reanimating the Adnan Agreement of 1998 and jointly "solving the Kurdish problem," which, by the way, Moscow recommended to Ankara, or to negotiate with the Americans, who illegally control eastern Syria.

As reported by the Turkish newspaper Hürriyet, the United States entered the game, which postponed the Kurdish elections in Syria to August to prevent a meeting and negotiations between Erdogan and Assad. There were also reports of the postponement of these elections "indefinitely."

So the Turkish President wants keep all three solutions available. Each one has cons and pros.

The military solution is the most unpromising one. It will not guarantee any success, it will generate bad publicity. Neither the US nor Russia will appreciate this.
The American solution seems to be the strongest but it will actually maintain the status quo and that means Erdogan´s problem can return anytime.
The Syrian solution will most likely contain the Kurds. They will and already do reach for Syrian citizenship again. The problem will be solved but Erdogan will probably have to give up on his Syrian ambitions.
