When we have a patient with an infectious disease come into our hospital (oh yes lefties, there are other diseases), we isolate them. We don't let them stroll around freely from room to room. Absolutely unacceptable. But, the goal is to re-import as many infected individuals as possible, who will then infect their families, who will carry the infection to schools, businesses and so forth. If we must render aid, air drops are sufficient. No need to put "boots on the ground". How are our troops supposed to "fight" an enemy that is unseen and impervious to any weapons they might wield?
