I don't know what law would have been broken by this leak. I don't think the notes contained any classified information. Had any of the information been classified, Comey would be toast.

The fact they were his notes is immaterial. Just suppose Trump disclosed top secret information to Comey and Comey published his notes of the conversation. Are you OK with that? I am not. Neither is the law. However, my personal opinion is that there is nothing in Comey's leak that constitutes a crime.
