As an investment for the nation, if citizens (by birth/no foreigners (such as asians)) were allocated 5k per semester (and given preference for additional Work Study grants), at zero cost upon completion of degree, or a zero interest repayment (over 20 years) if no degree is obtained (assuming no medical catastrophes), would the investment return more revenue and economic growth than the funding?
Should all degree/career paths be eligible (freedom of student choice), or on select areas of study.
Should the government decide on parts of curriculum for certain subjects (military related subjects notwithstanding)?
Should those who spend a considerable time overseas after graduating (or renounce/change citizenship) be forced to repay all grants at 10% interest.
