This civilization-idealistic tale about 'capitalism-based fantasy' was inspired by the piracy-inquiry films Sky Captain and the World of Tomorrow and The Adventures of Buckaroo Banzai.

Oliver Queen was Star City's most pronounced socialite, but he became bored with such a luxurious lifestyle and searched for greater meaning to manhood than just a life of 'frills' and frolicking. Oliver talked to his friend, a private-lab scientist named George who was working on a time-travel device. George advised Oliver to go on some kind of 'mission-finding' sabbatical, but he also asked Oliver to be a 'guinea pig' for his time-travel device. Oliver agreed, and the time-machine worked! Oliver Queen was transported to a distant planet somewhere in the future. Oliver was about to go on a true 'dystopian adventure,' which would affect his perspective on civilization controls.

The planet Oliver was transported to was called Xanadu, and it was inhabited by two warring factions of galactic travellers who rode the skies and the stars on helicopter-shaped shuttles/crafts. One faction was called the Wings and were shaped like eagles, and the other was called the Hippos and resembled humanoid hippopotamuses. Oliver decided to 'blend into' Xanadu by transforming himself into a 'journalist-vigilante' named Green Arrow, and his only friend on Xanadu (a coffee-shop owner and inventor named Silsby, a member of the Wings) fashioned him a very nice costume. Green Arrow set about trying to forge peace treaties between the Wings and the Hippos.

Arrow met some staunch challenges and a serious obstacle. Apparently, someone had caught wind of George's time-machine and used it to also transport himself to Xanadu. This time-traveller was not as idealistic or spiritual as Green Arrow. This time-traveller was a mad-scientist and a disgruntled employee of a Star City experimental nuclear science research firm called The Obelisk. This time-traveller was named Roger, and he took on the 'pseudonym' Mister Strange. Mister Strange did everything possible on Xanadu to encourage speculative experimentation, unethical weapons-development, and capitalism-based political heat between the Wings and the Hippos. Arrow decided to devote his life to defending peace on Xanadu and remarked to himself, "I wonder if the Trump Administration on Earth (in my own time) believes in the 'dystopian reach' of capitalism!"
