What do the parents do that children behave like this? Kids and parents should be banned from TV and video games of any kind. Children need to be monitored and should not have access to sites that teach hate or how to make bombs and weapons. Lock a wi-fi scrabbler to the kids so they can't access at a friends home or at school.

Written plans and a device were found but no explosives. Same difference to scare school. Clock boy knew his device would scare others and be thought of as a bomb. They would have caused a panic even if the ingredients would not have caused serious damage or harm.

This incident at NJ can be proven as a conspiracy even if not completed.
