A migrant must be legally allowed into a country.
If they have not gone through the proper legal channels to enter and reside in a country they are in the country illegally. Plain and fucking simple. The fucking Mexicans don't want the rag heads in their country so they turn a blind eye and let/enable the Syrians cross the border illegally into the US.
