It's not a grand jury. It's a "special grand jury". It's an exra-Constitutional, political construct that has no place in the American judicial system.

It cannot bring an indictment, which is what grand juries do. They charge felony crimes. Petit juries find facts.

A grand jury that cannot bring an indictment is not a grand jury. They invented this "special grand jury" so they could grant themselves subpoena power and conduct their sham investigation with a veneer of respectability.
