Well technically Sessions IS right -- there was a slight uptick for the last year data are available as far as the RATE goes.

Plus the slope of the curve seems to indicate the bottom of a bowl or trough, therefore it has the appearance of being on the upswing again.

But whereas the RATE has been falling over the past few decades, the NUMBER of crimes is clearly INCREASING. The increase in number is simply diluted by the greater increase in population.

So technically crime IS RISING although the RATE is not rising as much as the NUMBER of crimes.
