The Logan Act is about making negotiations regarding disputes, it does not forbid talking to an ambassador about sanctions. The FBI has cleared him, they've said there was no wrongdoing.

They have Roger Stone tweeting back and forth with Guccifer, who is believed to be tied to russian intelligence, and is responsible for the hacking of the DNC and Podesta. But back and forth conversations are no evidence of collusion. At least not by Trump standards.
