In 1987, Mr. Clinton signed Act 116 reaffirming a state flag design that included a star symbolizing the state’s membership in the Confederacy.

So you're confusing Bill Clinton with someone who had morals. Bill was a politician through and through, his position was whatever position would earn him the most votes, or get him laid the most often. He married a smart woman who wasn't a whore. That doesn't mean Bill didn't go sleeping around with people. So Bill signed a flag design act, does that mean his wife is a populist?
 
This is truly an inane non-issue.

Any private citizen is at liberty to display the flag in any venue he so desires, he may perceive the flag as he sees fit, where no one is advocating the flag be ‘banned.’

And given the fact that the flag was used as a symbol of advocacy for segregation and opposition to the civil rights movement, it’s perfectly appropriate for state governments to remove it from state property, functioning in an official capacity.
