Ok, I should have looked into it more closely before posting, but I still think NY is worse off for losing Amazon. What you are pointing out is that Amazon is getting grants from organizations that have been set up to give grants to businesses that locate to NY, so if Amazon didn't get the money, NY would be looking for some one else to give it to. The real question is, is NY paying out more than it can expect to get back from Amazon being there? Take the initial costs and amortize them over the expected period of operations, say 40 years, and compare that to the anticipated tax revenues from all these employees as well as from businesses that will serve the company and its employees, and if the anticipated tax revenues exceed the initial costs, it is a good deal for NY even without considering the humanitarian benefits of putting another 25, 000 people to work.Paid for what? The agreement comes with a number of incentives: Specifically, Amazon will receive $897 million from the city’s Relocation and Employment Assistance Program (REAP) and $386 million from the Industrial & Commercial Abatement Program (ICAP). It will receive an additional $505 million in a capital grant and $1.2 billion in “Excelsior” credits if its job creation goals are met. That brings the total amount of public funds granted to $2.988 billion—in other words, the city and state will pay Amazon $48,000 per job.
Amazon could also earn even more tax breaks separate from the city and state subsidies.
