Voters chose to send a Republican to the mayor's office in Annapolis for the first time in 20 years so in response the all Democratic city council is deciding to consider legislation stripping the mayor of his most his power by moving to a council-manager style of government where a city manager would report the council and the mayor would mostly be a figurehead.

So they can't handle the people's choice so they go and change the rules. Bear in mind these are the same people who told butt hurt Romney voters a few months ago that the people have spoken and to stop whining about the election results. It's more than clear the Annapolis City Council is institutionally corrupt.

That's a political tactic. Our founding fathers did that to Britain and to each other, go read some of Samuel Adam's work for starters. Tried to find out more about the story - not much to go on. Sounds about right, though - Annapolis has it's government set up so that democrats keep a stronghold on their interests.
