Voters chose to send a Republican to the mayor's office in Annapolis for the first time in 20 years so in response the all Democratic city council is deciding to consider legislation stripping the mayor of his most his power by moving to a council-manager style of government where a city manager would report the council and the mayor would mostly be a figurehead.

So they can't handle the people's choice so they go and change the rules. Bear in mind these are the same people who told butt hurt Romney voters a few months ago that the people have spoken and to stop whining about the election results. It's more than clear the Annapolis City Council is institutionally corrupt.

Sounds like the mayor elect needs to bring this to the people and let them get on their city councilmen with the threat that they will be next if they try to pull one over on voters.

Doesn't a charter amendment have to be ratified by the citizens of Annapolis, or does the Democratic council get to vote on this?

That's a political tactic. Our founding fathers did that to Britain and to each other, go read some of Samuel Adam's work for starters. Didn't you call someone out in another thread for not knowing what fascism is? Here's something that is a hallmark of fascism...public/private "partnerships", you know, kind of like the PPACA. You're saying that the people who oppose the PPACA are fascist? Whatever, I'm going to stop now so you can get back to making your other 64 posts for the day.

Fascism and Communism share one key factor, overriding governmental power at the highest level possible, with power flowing from the rulers to the ruled.

Considering the democratic party is the party of the progressive statist, they charges of fascism or communism, while often mostly hyperbole, do have a ring of truth buried in them.

Tried to find out more about the story - not much to go on. Sounds about right, though - Annapolis has it's government set up so that democrats keep a stronghold on their interests.

Lots of crime and poor people in Annapolis - they are doing something wrong, here.
