It is not radioactive waste there.
The radioactivity is from normal ground radon, and it is not significantly higher than anywhere else in FL.
There is no way to "cleanup" radon radioactivity.
All you can do it either concentrate it where no one will want to go, (but create a permanent hazard), or disperse it.
And dispersing it is far less dangerous to everyone.

Radioactive wastes is only from where you deliberately enrich radioactive materials by bombarding them with neutrons.
Nothing like that happened there.
This is just culling out some undesirables from normal decayed plants so it can be sold as fertilizer.
The fact you don't want to put it into your crops does not mean it is harmful to be in your yard.
