We saw a much bigger drawdown after the end of the Cold War. We need to return to those numbers

I believe about 15% of army officers graduated from West Point. Indeed, they do, as well as Rifs and draw downs are part of being in the military.
The officers will have certain separation benefits the other ranks will not: that is part of being in the military.
My point is: V does not care about the officers and other ranks at all; he is simply trying to make some unwarranted cheap hits politically.
