It is what companies do... there are some benefits for the employee as well, earning a "salary" vs hourly, like you can call out sick and still be paid, and if your business has slow times, you can work less than the 40 hours and the company does not complain and force you to work 40.

I have no idea how many salary people you know, but the ones that I know, they tell me salary doesn't work quite that way.

If work is slow, they don't have all their salary workers put in 35 hours. They layoff one salary worker and the rest pickup the slack bringing them back to at least 40 hours a week.

When my sister has to take time off of work for illness, there is really nobody there to do her job. Some of it, yes, but not most of it. When she returns to work, she has to put in a ton of hours to catch up on all the work that wasn't done while she was gone. Even when she takes vacation time or holidays, it has to be planned well in advance to get somebody else in there while she's gone. And even still, when we visit on holidays, she's constantly getting calls from work to solve problems or instruct "whoever" what to do on certain matters.
