Recommendations were made at the federal, state, and local levels .. not at an individual level. The CDC provided guidelines and individual states and local governments, and the economic shutdown varied between states and localities. You could get marijuana and alcohol, but you couldn't go to outdoor religious ceremonies.

Who closed the economy?

Trump simply wanted to see if isolation would slow it down. But, dictator governors are the ones that kept it going.
