I understand your point. Congress is failing us.

They have been focused on impeachment and other meaningless things, wasting millions of taxpayer money, but we certainly don't want a nuke going off on American soil for obvious reasons - deaths and injuries, damage to the economy, starting another war likely, etc.

Then there would be further restrictions on Americans' liberties too, probably, like the naked body scans of children at airports following 9-11.
