Not INHERENTLY illegal.. But you could be avoiding taxes or liabilities with one.. Generally they are temporary shelters for multi-faceted businesses.. There's really no tax reporting to be done on campaigns. And there is FEC filings up the wazoo to track the money.. Candidates have a LOT of leeway in what they charge off to campaigns INCLUDING the massive legal expenses Trump had to pay to even CLEAR permission to HAVE those rallies.,. So a "shell" sounds about right to me. Because it's a dozen different businesses to run a campaign of that size.. And by creating the shell -- the FEC filings that are MASSIVE are ALL tracked by that ONE entity..

That's my guess. To make the FEC filings easier and tighter for all those different kinds of expenses..
