Nope. When there's a VP vacancy, the president selects someone who is confirmed by both houses of Congress. The list you've cited is who takes over in case there would be neither president nor VP.
The Presidential Succession Act of 1947 set the law. When Nixon resigned, Agnew and Ford moved up one notch. When Agnew was bounced Ford became POTUS. That's the law and the President can't pick a VP, except as a running mate.I hate to say it, but this isn’t correct. Just because McCarthy is next in line to the presidency after Cameltoe doesn't mean If she ascends, he becomes VP. The new president appoints the new VP.
