Seriously? Most urban cities used to have hundreds of private contractors ... now Democrats have limited contracts to big organizations usually friends of the mayor, and unions can out bid all small business.
Just a fruit and vegetable stand that the masses of poor used to operate regulation free to make money to pay rent. Now you need 15 different licenses and permits that cost thousands and thousands of dollars .
Anything plumbing , carpentry, electrician ..

You over regulated buildings and property .. can’t even think of buying commercial real estate with out a few million to pay a contractor..
