Transgender population in US is about 1.4 millions so the chances of running into one of these are rare. A lot of these people are discreet, educated, try to avoid using public restrooms, well behave try to act normal so they don't attract attentions.

So if a transgender person wants to use the girls room and can pass it off fine no one knows but him. Now if they can't pass it off and are told to use the men's room by a private businesses and it causes him to lash out at people or go home and kill themselves then yes they should be hospitalized.
