The relatively new initiative called the Clean Slate Program is a joint effort between the city and a local homeless shelter.

A December report from the Department of Housing and Urban Development showed that on a single night in January 2017, the number of homeless people living in Los Angeles was over 55,000.

Chicago, Denver, and Portland, Maine have similar programs that give homeless people municipal jobs. Albuquerque, New Mexico was one of the first cities to begin giving homeless people and panhandlers jobs picking up trash, pulling weeds, and cleaning the city in 2015.

This Texas city is one of several across the nation to employ the homeless and clean up litter on the streets

Interesting. The homeless create a never ending job via their own garbage from what I can tell looking at California.

They fell on hard times, the city is trying to make it easier for the ones,, who really don't want to be homeless.

Have to remember, no addreea, no money etc..

No like in my OP , they are solving two or three problems

1. We have homeless people , some are dunks/ drug addicts ...not much hope there..

Some are folks who fell on hard times and need a hand up not a help.out

2. People litter , we have union workers making 75 grand a year in California to do a half ass job, they could pay homeless people $10 an hour..
 
In Texas, we generally like free-market and incentive-based solutions.

We also generally understand that while businesses exist cor the sole purpose of profits, healthier businesses create jobs. So, we try really hard to not bite the hand that feeds.

That is why we hi-jacked Toyota and several other fortune 500s from business-hating California.

We’re not even close to ending our Cali business pilfering either.

Sorry I did not collect a pole. It was a figure of speech, fuck head. That all being said it is not uncommon to sleep outside there by people who are not homeless. PS when you run around theere in person there does not appear to be a big homeless problem like the photos you show. The ugliest thing about California is how brown it is . As far as you go broke loser your chosen name is an appropriate one!
