How long does anyone get held for shoplifting in any jail before a trial? Not much, most are cited out.

It mostly depends on from what shop they lifted ...

Imagine you catch the rat that has been living in your home, eating your food, crapping in the kitchen,
gnawing through wires etc. and someone just sets it free.
And the problem continues on, unabated.
 
So many stores have closed or hardened themselves that violent criminals are turning to robbing individuals and homes. A felon with a gun shot and killed Jacqueline Avant.
LA DA George Gascon has stopped charging weapon enhancements turning a violent robbery ending in death into what amounts to a minor offense.

Bail has always been a "rich man's get out of jail for free" scheme.

Actually not. Because the wealth of a person is very often taken into account when setting a bail.

That is why Bernie Madoff got slapped with a bail of $10 million.

Suge Night when facing murder charges got a bail of $25 million.

When Mexican religious leader Naason Garcia was arrested for human trafficking and child rape charges, his bail was %50 million.

When hedge fund manager Raj Rajaratnam was charged with conspiracy and fraud, his bail was $100 million.

Many should remember Michael Milken, his bail was $250 million.

When Robert Durst was charged with murdering his wife, he had bail set at $3 billion.

Even for the rich, it is set at a level to prevent them from fleeing.

None. Hell, they even stuck down the repeat offender laws in California, so people who were arrested 50 times or more for shoplifting still only get released with a ticket.
