It doesn't say they will take them out to the edge of town and hang them from a tree if they do. Just that the people will defend themselves if attacked, and that isn't "lynching", its self fucking defense. Would be crime victims, at least in small towns, aren't expected to lie down and take it.

What's wrong with suburban areas? They tend to be good, wholesome places to raise a family- mainly because they don't go for all this "Gang Banging" shit.
