I don't know where you get this idea. You have it backwards. Russian law prevents Putin from sending conscripts into Ukraine. Conscripts are one-year draft, and they can't be forced to deploy abroad. There were conscripts sent to Ukraine, that was against Russian law if they didn't sign the contract. The contract is a two year term of service in regular forces.

The Russian formations in Ukraine were made up of professional (contract) soldiers- (with some conscripts mixed in), National Guard, Wagner Mercenaries, forces from garrisons in Chechnya and South Ossetia, and local DNR/LNR brigades with conscripts from those "people's republics".

For Putin to call up reserves and send conscripts to Ukraine, he has to make a declaration of war as your article talks about. That gives him the manpower to achieve his military objectives.

It doesn't give him the tactics or leadership or materiel or logistics, and it probably just makes all those problems worse.

Reserves will take time to get refreshed and equipped. This year's conscripts (~134K) would technically be deployable in July but they would be cannon fodder. If they get some minimal additional training in infantry maneuvers and how to stay alive, they would be ready in September or thereabouts.

About the time all of Russia's pre-war reserves are exhausted and Russian manufacturing reverts to 1980's technology.

I think Putin is not going to declare war. He is going to declare victory. He will say he has de-nazified Ukraine by killing Azov and he has de-militarized Ukraine by taking out the infrastructure and killing some AFU forces. And he has "protected" 1,000,000 Russians by taking them out of Ukraine. He has achieved his objectives.

Ukraine gets a vote too, and the war will go on. Russia trying to hold onto the territory already gained, and Ukraine trying to take it back.
 
He didn't try to fail he is trying to avoid declaring war that would have made it a lot easier for other countries to be more directly involved in the conflict, but it isn't working well for him which is why there is growing talk that he may declare war soon to then be able to fully mobilize his military and finally smash Ukraine who are slowly losing anyway.

You are apparently ignorant of war in history since Civilians are always a common victim of war, want to read about the DRESDEN firebombing American and Britain created that killed around 25,000 civilians or the Nagasaki and Hiroshima bombings that AMERICA killed around 200,000 civilians.

He's between a rock and a hard spot. His Generals want a full mobilization and to go back to Kiev.

That's full of political risk for Putin because at the moment he has broad public support inside Russia. He can control the media, so as long as the public thinks everything is fine, he's golden.

A general mobilization would be an admission that everything is not going "according to plan" in his special operation.

So lose support from the Army, or lose support from the people. Neither one is a good choice for a dictator.
