No, what it did was say if a source lowered it's emissions below what triggered it being a major source in the first place, it can be removed as a major source and thus follow another set of regulations for area sources.

It prevents sources from being punished for doing the right thing, i.e. LOWERING their emissions.

Good, if you are an expert, please explain how dumping more chemical waste and toxins in our air and water is beneficial to health.

Show me where "more" wastes are being emitted (not dumped, as in the rule you noted before) due to the changes in the regulations.
