I thought several years ago, that Texas and at least the other border states should be contracting with hospitals and medical providers in Juarez, Cucaracha and other Mexican cities to care for American welfare cases. A lot of money could be saved- its a lot cheaper for a broad to give birth or have a complicated operation at Juarez General than at an American hospital.
