1. To convict someone of the relevant law, the government has to prove the person in question, in this case, Richard Armitage, "knowingly" outed a covert CIA operative. Patrick Fitzgrrald, the lead investigator, could not prove intent.

2. One of the reasons intent was difficult to prove was because of perjury and obstruction of justice, which clouded the investigation; for which Libby was convicted.

3. You're a con tool who cares more about clouding the issue than accepting the facts. That's why you lied when you falsely asserted Plame was not a covert agent. That's why you lied, in the form of a question, by pretending like she wasn't covert because no one was charged with the relevant crime.
