Taking a glimpse at the article what I got out of it was that the growth in Chinese turbines isn't the result of imports to the USA but rather by their own domestic demand there in China. While China is making a solid commitment to renewable energy, the situation here is:
“Contrast that with the U.S., where our wind energy subsidies are on-again, off-again, and where states ratchet up and down renewable portfolio standards depending on the political winds.”
