Only in the sense that a .22 short is "the same as" a .22-250! A .38 Special has half again the KE of a little .380ACP, and a .38 Special +P has more.

2. You're changing the subject. Muzzle energy comes from the size of the charge. Bullet diameter has just as much to do with the stopping power on the target, if not more so. If you could put a shotgun charge on a BB, it would have massive KE, and essentially zero stopping power.
3. I live in Florida. Not many heavy coats around here.

4. Point (obviously) is one doesn't need a big gun to kill someone. Robert Kennedy, killed with a .22 is just as dead as someone killed with a .45
